Had to add this up:

Spirit ring of self education drops off the bosses in the cave in elysium near the predator tree. I found mine from Zias. Still looking for another to gain +6% XP boost.. Wich unfortunantly makes this the best +XP item for shade both in head and neckslot.

Can confirm it is in game, an org-mate looted one and posted it on org chat. However, the CoH collar is way better, in all areas except +AAO.

On a side note, hopefully the sigil will be equippable after LE comes out
