Apparently, they should drop from sided mobs. I spend some time whacking a few (including named ones) in Ely and Scheol but so far no luck.

However, I did notice increased drop rate on stuff they usually drop, like the white Unit armors and chapters.

If I'm just lucky or is it because its increased, or because of recent server restart I don't know yet.

And yes, it is ingame. People do run about with SRPB.
