But there seems to be a correlation for those NPCs in Inferno who start mishes and those who have blue names.
Does the blue name signify a quest start mob or any mob that will talk to you?
Does this happen on all playing fields?

naaah.. else all leets, reets, snakes and lizards on the newb island would be blue by now
but e.g. the new silvertails for the reformed nascense key quest are blue even though they don't really talk to you but only accept the tagging device.
It's the ones you talk to that have blue names.
I noticed that one too... made it a lot easier to find people that way, that's for sure.
