Its worth noting that the upper ts requirements for jobes probably only applies to shiny jobes / ND clusters.
I can squeeze out 3-4 ql bumps for bright jobes and always +5 for faded jobes. Typically the second skill is between 2.4k-2.6k

I feel like leveling imps with Jobe clusters is basically a dead end now, so few people use them and you can buy the imps/clusters straight from a store, you don't have to squeeze the max out of random QLs people happen to find like in ye olde days. Generally only AAD, Heal Delta, and the odd +dmg clusters are used.
AI weapons are also largely dead, what else requires WS?

My answer is "those maximal trade skills sizes for implant craft aren't correct". Read my guides and you will understand why they are not correct. Absolute maximum for any shiny jobe cluster is 6.75*295+5*50*6.75=3679.
