201 to 214 is too narrow of a range to ever start. and 151 to 200 would just favor gimps pvmers.

How would 151-200 favor "gimp pvmers" exactly? The supposed swarms of pvpers from the old TL5 BS, who all claim to "want a challenge," would have it by fighting toons higher than them. And with the numbers of those toons people are throwing around, it'd keep that BS running, so what's the problem?
