    No, this is just a rendering thing. The current iteration of the Dreamworld engine handles water in a very different way from the old-skool AO engine, something we needed to compensate for before we can really progress toward a beta-release build of the new engine client - It's been a bit daunting, but the work is really starting to come together. That said, though, there shouldn't be any changes to the mechanics of how water currently "works" in-game; just making the engine display bodies of water properly. =)

    That said does this mean we can Swim underwater from the surface?

    As he said, this is just a visual thing. So if you can't do something now then you can't do it after we get engine either.
