60 seconds PVP Flag

anyone know something about the 60 second pvp flag ?

We make today a sector 42 raid with 3 raid interfaces mixed with every professions.
A few player got 4 hour tower pvp flag and some player into the raid interface get
a 60 second flag every few minutes.
I played my soldier.
i have "Pre-Nullity Sphere" reflect aura and "Gazump fight (Team)" add dmg aura running
no one into my team got 60 seconds flag or 4 hour tower flag and only my raid was into the west sector
and i get this 60 second flag.
at the end of the raid i look around and saw no one with 4 hour flag there and it refresh the 60 seconds flag
the guy with towerflag was outside sector 42 and i saw it refreshing to my team members.
Bug or a new feature ?

imo this should affect docs healing people with regular flags
