It seems that you dont get a message anymore when you lack the skills to bump an item QL.
Right click NCU ring up to my skill .. and then nothing ... ring didnt bump anymore (normal) and no system message saying I needed XXX in treatment to bump the item (not normal)
Anyone else saw that ? or did FC change in which channel those message are displayed ?

NCU Ring never said how much treatment you needed to continue bumping it.
Some (if not all) leveling items (morphing memory, among others) does not give error messages when you try leveling it above your equip or leveling skill requirement(s). If a leveling attempt (when "use" skill is satisfied) makes it unable to wear or level up anymore ("use" requirement(s) no longer satisfied), just "level" it once more, and it should level *down* one step so you can equip it.
You can test this with a morping memory to see it in action. It will keep alternating between the maximum use/equip level and the one above.

Lupe, not all leveling items do that though, just the once that got just that function.
