I don't think the NPC shouts that you are finished however which is odd!

Odd. I also did it, got no shout at all. When I walked over and chatted with her to see how many I'd done, I was able to tell her I'd killed 100 - but there was definitely no shout, I checked.
2 patches ago the shouts when you get to certain amounts was removed.
As for when you hit 100, I get the shout about 2/3rds of the time only.
