    Remove Cyberdeck requirement on NR debuffs!

    Hi ya!

    Would be kind of fun and add an entire new gameplay to NT's if NR debuffs were castable without cyberdecks imo!
    The current toolset for NT's feels sort of "slow" and enabeling weapons with LANDING RK nukes in pvp would be hella fun!
