Well the problem remains, a 199 gets more xp towards a 9 research line than a 200.
I'm just stating the facts about research, and in light of the recent 5->10% bump I was curious to see wether FC still thought it was intended that a lvl 200 needs to do almost 5 times the same work as a 220 to complete the same research line.

Having 4 level 200/70/30 I ll share my experience how to do it in a not frustrating way
1. Every day that you play do at least Alien Daily on all your leveling alts (Alien level 30 takes even more time that all research 10)
2. If you can do all other daily missions as well
3. Try to twink best symbiants/implants as soon as your abilities are capped (depending on profession thats around level 160+) then do Dark Ruin solo quest. Once you finish solo quest in Dark Ruin you can go there every day to get Doja Chip there (it has the best drop rate of any Doja in game). Usually I get Doja before I kill 5 mobs there and hardly ever need more than 10.
4. Get all research 9 by the time you level to 199 also get your side faction to 50k as when you hit level 200 it will determine the amount of SK that you get from each mob.
5. Only when you have finished all research 9 and got 50k faction level to 200 and continue grinding research 10.
On the average it takes about 3-4 month from level 160 to 200/30/70 if you do it that way.

Correct me if i'm wrong but inf missions both old and new give a daily XP hit now and the research cap ( for mish rewards) is higher now as well i think.

Still for anybody planing to make a level 200 twink it is better to do level 9 research at level 199 rather than at level 200.

The new research cap mean nothing for 200's doing 10s, as their natural MAX XP gain cap will be 20% of their xp bar, which is like 2.5ish % of a 10 research line, hence the near 100 daily rewards needed to learn it.

Hm, I've never tested it, but are you 100% sure xp to research is based on xp per level ? I mean, let's say I am 200, and I turn XP/SK off, which still gives XP/SK to research, wouldn't it ignore level cap and straight to research cap (if you get enough to cap 10% research) ?

When you are level 200 you need 80 000 SK (80 000 000 XP) to ding 201.
20% of that is 16 000 SK (16 000 000 XP) and that is a maximum amount that can go into research.

@Humlee/Baby: XP is capped at 10% per tick, not 20% (go start a new toon and hit something red enough.. it'll cap at 10% of the xp bar). The 20% at 200 comes from something else! Some things bypass this cap though (like daily missions).
It's wrong, but the main sources of XP for level 200 are Daily Quests and Inferno Missions. The XP reward tick for those at 170-199 is 30%, at 200 it is lowered to 20%, making Awi partly right here.

You need 74.000.000 XP to cap a Level 9 research and 90.000.000 XP to cap a level 10.
For DAILY and (and New Easy Missions):
Mission Reward tick at 199: 30% of total level req - 22.018.170 XP - Not even close to capping.
Mission Reward tick at 200: 20% of total level req - 16.000.000 XP - Even further away from it! The main complaints in this thread are about THIS.
... Things don't really get that good until a bit later ...
Mission Reward tick at 216: 5% of total level req - 73.953.700 XP - ALMOST caps a level 9!
Mission Reward tick at 217: 5% of total level req - 88.744.450 XP - ALMOST caps a level 10!
Mission Reward tick at 218: 5% of total level req - 106.493.350 XP - Finally caps a level 10!
UPDATE: Thanks to Wakizaka and Kai for the info - This applies to NEW inferno Missions (any difficulty) and daily mission rewards. OLD inferno missions will cap a level 10 research because the XP reward given is based on 5% of the level 220 XP (over 100mil). While leveling this caps out at the maximum xp needed to ding to the next level.
New Mediums and Hards are the same for 199/200, but they're better for those with a few more levels, provided you're okay with the extra time they'll take you.
In addition to this and if I am remembering correctly from when I was leveling my soldier, the Inferno Missions (both old and new) ticks are further limited by the natural 10% XP cap that the game has, which the daily reward bypasses. This further lowers the gains at lower levels. I'd appreciate some confirmation on this last part, though.
I hope this sheds some light on the issue one way or another, though as I stated earlier, I don't necessarily feel this needs too much of a fix. Working and grinding hard for a 200 twink makes sense.

@kai: Can you confirm that or are you just saying it from memory? Easies or Hards (or both)?
Could be that the 220 roller affects it enough for the lowbies to get the higher level XP reward but I'd love to have confirmation beyond a single dude saying "it does".
Would be cool though it still means dailies and new missions won't work well for 200 twinks.

I can confirm from doing them a few weeks ago (easies). New inf mishes however do not cap! So when @200 don't bother with dailies, concentrate on infs.
