enable v-sync and set to half.
This may not fix the bug you're having though; fps does not affect nano effects on most systems.

Caloss, Is there an ingame option for Vsync that I cant find, Because the AMD one just results in a black screen. Timbo, I'll give that a shot.
No, however try running in fullscreen windowed mode, this can fix a lot of problems too.
