The only way to do that would be to bribe your way off Arete and head to the old backyard.
You can not get to the old Noob Island anymore.
Jobe training and Starter Island are closed, but one can still do BackYards.
to leave Arete, you need to pay the guy at the gate 15000 creds, quickest way would be, you need to find the credit card, and steal the money from it (right click on it), that gets you 15000, pay the man, and go into ICC
Note, the Credit Card is underneath the shopping area, by the Fleas. IP Runspeed!

I really wish they would have left the older starting zones available to characters under level 15 or so. I really enjoyed them and am confused why they would just remove content at all (instead of just gating it somehow)
If you have a char logged out in the old newbie island, the content is still available.
Sadly, that's the only way.
