ive now found twice:
Heal delta cluster faded (feet) QL 213
Modifier Nanodelta 23
Heal delta cluster faded (feet) QL 250
Modifier Nanodelta 25

cluster should be listed as
Heal delta cluster Refined faded (leg) 213
Modifier: HealDelta 23
Heal delta cluster Refined faded (leg) 250
Modifier: HealDelta 25

i have spoken to 4 GM's about this, asked can i delete + get it respawned, they are displaying correctly in the item store of ICC shop (jobe clusters), yet the two i have are bugged/broken
still no luck, its been a month, all i seem to get is "will pass a report on"

want my damn 212+ HD leg cluster!

PS But I think the problem is simply the name, as Nano Delta is faded Feet. Faded Heal Delta Cluster for leg is afaik looking as intended.

PPS I also found the old "A Bright NanoCluster of Nano Regeneration" in my bank - could be fixed too while you're at it.

Edit again, Im sorry:
"Nano Delta Jobe Cluster - Shiny (Right-Wrist)" The Refined ones aren't actually named Refined.

Posted in bug section too, hope they fix this soon, and not to cluster location but to cluster type, eg faded hd feet to faded hd leg (even tho the bonus is nd)

What you're looking for is

Heal Delta Refined Jobe Cluster - Faded (Leg)
Modify HealDelta 29

It's working as intended. Not the HD Cluster is wrong, it's the ND Cluster.
