Havent checked the facts, but seems it gives the same XP reward as the other dailies
Also it is possible to ding 201 from it. I already see the lvl 201 darkest sactum twinks! Pretty sure you can stay in the PF (its not instanced apparently)

It wouldn't be more than 16M @ 200 (20% of 80,000 SK), and I'm pretty certain it's 5.5M.

what are ICC commendations?

You get them from the Palmeiro / Drone missions from inside the Holo Deck.
It's a new type of "currency" intended to replace some of the benefits of Veteran Points.

For example, there is an ICC Recall Beacon (with a different lockout from the others) for 20 or 30 points I think.
There's also a mini-RBP that adds +30 to all damage types for 30, as well as some social stuff etc.

You can check them out in the Terminal inside the Holo Deck, next to the first desk Ralph sits behind.
