Pretty straight forward suggestion: When killing Unionist Foreman a similar mob should spawn in 25% in Omni territory that gives omni the same xp buff in vicinity. Killing the Omni mob would spawn Unionist Foreman again.
This would hopefully promote some pvp, and also be a much fairer way of doling out the xp buff.
Bump on that, a bit silly like it is now.

Doubt it would spawn any pvp but bump for fairness.
It doesn't encourage pvp as is, only title farmers; and other weaker pvpers looking for easy kills.
Making it switch sides and spawn in different location will just encourage griefing.

Have a 4h duration immunity on him when he spawns? And give a global message when someone attacks him, similar to towers..
