vision enhacers are 100+ in level and are boss loot. old scopes no longer drop period but you can buy one for a hefty fee from the shopping channels.

Apparently they can also be purchased in the stores (superior I imagine since they are QL100+) and as reward for solo missions)

I'm not 100% sure but try stores in Borealis or Newland Desert, I know i saw one in the shops today but not sure where.
Superior tools I think, definitly seen them in shops.
