2 points of B&E per QL mission to open chests seems to be the norm. Missions over 200 seems to have "QL200" chests in them.

That's nuts!
I checked through my old characters (using chat) and if you count all the lowbie under level 20 characters i have had roughly 80 characters over my AO career(slightly more because i reused names) all but 10 of those never made it over level 20 though. They were tests of classes or just playing around with friends.
