You can still use those when first aid is locked. The textfeedback on them are bugged.
1: u wont fight back with a first aid stim.
2: there is antiblindhuds for spammable blinds

wouldn't be a blind then, but a aao-debuff. uber defencetools (3 perks for a blind is a lot and using the ring require standing still and not to be in a perk-que) should come with a consequence. as 4 now it's too carebear imo.

I CBA to find the dev post, but removal of the visual blind effect has already been mentioned as an upcoming change. IMO, just to keep any RP types who like the realism (lol?) happy, they could just use the dimming effect that the one mob on IS third floor uses.
And on topic, no, don't make any locktime changes to current stims. Somehow, they ended up being almost balanced, and it would be a shame to screw them up for another 5 years due to a change.
