upgrade city plot

How can I upgrade my small city plot to one of the 2 larger ones without waiting for upkeep or disbanding the org?

Before cities were instanced, the way to do this was to demolish the headquarters and wait a day, then buy a new city somewhere else. I don't know if this is still the correct way to do it, but I'm leaning towards it
