Also depends on what you are fighting - since damage add effects procs now and the proc chance is rather high, Frozen Tears of Uklesh can be very nice vs. traders, since you don't need to hit in order to proc, and at that level the procs are extremely deadly.

Thats the trick I guess, I don't remember if I've done them at 15 or not - I know my old roommate had them on a 21 trox, and if I recall it wasn't a terribly hard twink, but there IS a huge IP difference in those 6 levels. I'll do some research and let you know what I fine out.
