Yep he is in the quest. From memory he is the one that is up high on the mountain in the same location that you get the start of the quest. You need to leave the area where you start the quest and talk to the first two guys and head North i think along the edge of the cliff to the place where you can find a little path running up the side of the cliff face ( the path runs South up the cliff face ). Follow this all the way to the top then keep going until you see Mara- Ilad satnding next to a rope bridge near the place that you sarted the quest only above it.
