Demotivational Speeches have the "useless" tag attached to them since they were introduced due the fact that their range makes them worthless. Since SL, they have become totally obsolete since the meager debuff values are laughable compared to the apparent skills of mobs.

it's not a 1m range, and they pulse just as far if not farther than the motivational ones.

Demotivational speeches are really useful - if you are a melee crat. Unfortunately, I don't know any (save for some TL4 crats using the briefcase of holding). For all others, the debuff doesn't reach the target due to range.

The second factor is the meager debuffs connected to them, though they might still make a difference at TL 4-5.

The option of casting the debuff speech on the pet - like the engineer pet auras - would greatly improve their worth. Or let me rephrase: would make me try using them again.

The speech lines need to be extended or otherwise improved to keep them in tune with other classes' improved abilities. Then again, we'd also need a better nuke.
