Neutral Merit Boards
Thought I'd bring this into it's own thread to get it away from the fire.
"Trousers" suggested that a new form of token in the form of an I.C.C Merit would better explain things.
I like this idea, and have adjusted things accordingly.
So, a new token needs to be introduced.
The ICC can issue Merits for the Rubi-Ka (Neutral) Boards.
Going with more tokens/merits and less benefits for the boards, as was suggested already. As to where (or from what) they would drop from is anyone's guess. I would imagine they would be from missions, like the sided tokens.
This link has a comparison of the existing Omni and Clan Token Boards with the proposed I.C.C Merit Boards. I even included some images I made that could be used for them. The Clan and Omni Stats were taken from Auno.
Zandriel, Glamiea, and Celuloe are the "names" of the three Rubi-Ka moons that are from this contest thread. (2002)
This list has numbers that are just suggestions to illustrate the cost and benefits. Actual numbers can be debated or whatnot. The same restrictions for level and etcetera should apply for these as they do for their Omni and Clan counterparts. Proposed Neutral I.C.C Merit Boards

Neutrals should be about preserving Rubi-Ka and stopping the war IMO. If that's not a faction, I don't know what is.

Clearly a neutral token of sorts would need to be introduced.
ICC Merits instead of Omni-Tek Tokens would work well, and I don't see how it would conflict with the story.
Also, Props on use of Rubi-Ka's 3 moons. For that alone you get my support.

And hey, for all I care, rename Neuts to Mercs and make them "conscript" for a 24 hour period to sign up for a certain side of BS. But then, make them their own side!

I like that idea. While it's semantics, it would seem to make more sense. I'm going to edit the OP to include that.

I think neutrals should be on a whole different system. They should be given XP for hugging members of Clan/Omni, stripped of their offensive PvP toolsets and given PvP mezzes, and when 100 or more gather on a NW tower field, they should be able to peacefully extract towers from the LCA. Either that, or stop calling them neutral and convert them to a 3rd real faction.

They could do that, but they would have to keep the neutral tag as well.... you see everyone starts out neutral until they choose a side, or decide they don't want to join a side...

Just thought I'd add that I used the moons because there are three of them.
Three Moons for Three Sides. (even if one of those sides "isn't a side")
The moons are even color and size coded for the different sides:
Blue Glamiea for Omni, Red Celuloe for Clan, and Grey Zandriel for Neutrals.

I've lost all hope that a neut board will be introduced. I think FC expects us to be happy with the smuggled boards, and they have this "you knew the disadvantages of staying neut so deal with it" attitude.
