According to dmg calcs, adding points in FA increases DoT, whether this is decreasing the recycle time, or just adding more damage to the attack, I don't know.
100 Fast Attack reduces recharge 1 second. It's not worth increasing Fast Attack more than the equip req or whatever you need to activate your Flurry of Blows.
