Can your character equip them with it's current stats? Are they there if you clear the "check reqs?" tickbox?
As to other issues... I've not been able to replicate the scaling issue (see this as an example at 175%), so no further progress there I'm afraid.
Hoping to get some time to sort out the implant issue soon though.
