That system used to be in place for the RE perks. In practice, an aweful lot of people just never used them, because the required additional perk would never be running.

I don't know if that would have been different if the required perks would have been more popular - I suspect it probably would ...

As an example... if the hostile target has UBT running, a trader's Divest could have additional effects, such as a dot, or aad Debuff.
