Only mods that go OE are AC, HP, Nano, AAO, AAD, Reflects, Inits and afaik body dev.

I think the "rule" is that if it can be IP'd it will not be reduced by being OE ( unless there is a playshift req. i guess) that would/should mean that Max HP will go OE but body dev. will not.
