You know FC f00ks up on a patch when they make another one only a week later.
As has been pointed out, 14.7 is not a normal patch. Its intended to bring people playing the basic game in sync with people playing the booster. As such, it has been in testing for some time (but as its not a normal patch, its not been on testlive, just in the NW beta).

But yes, 14.6 was probably pushed out a bit earlier than it should have been to keep 14.7 and NW on schedule.
