I've always used "Rubi-Kaans".
Not sure why it really matters, BUT...
If you use the same convention as, say, being AmeriCAN if from AmeriCA, I would surmise that one from Rubi-Ka would be a Rubi-Kan.

I believe we are called rubian-kanianitihianakans, but that's just me.
It's usually labeled "Citizens of Rubi-Ka". No need to fiddle with gramar and such then.

Not sure what the "we do it with everyone else" is all about, but my guess is that you'd only be a Rubi-Kan-American if you were a native of Rubi-Ka that got citizenship in America (e.g. Chinese-American, Irish-American). Without getting too far out on an extremely off-topic conversation, I think what you're saying is that people tend to be "American" when it's convenient, and <insert nationality here>-American when it's convenient, regardless of whether they, or any of their relatives, have ever even stepped foot in the Motherland!
