With what ? NR def check based perks ? Why not evade based ?
IMHO soldier (the one with most AR) should be able to perk fixer. Soldier perks should have moderated distance. And because of big AR soldier should has crap NR and defense (he has it - so its ok.Soldier is easy snarable/rootable). Its time to lower fixers static defense. When fixer have 3k+ AR and still loads of defense(+hots), root snares...and usualy biggest hit on him is just AS. And AS being nerfed....it will be harder to hit fixer.
Fixer with his snare/root/runspeed should not be tanker....but hacker.

who have even less AR than fixers, and are extremely perk dependant. Said perks all have 100% evade close check. Even the TR lifetaps, which as previously noted, are halved in pvp, and then further reduced by any reflects the target might have. Pre sheild nerf, it was quite common to take more damage than one would be healed when using these drains.
Sneaking Health Drain, our other signifigant heal, has a relatively high NR check for what it is(face it, shades are having to make sacrifices to cast this, no worries of shades getting 2k nanoskills!), and only requires UBT or NSD(or either nanite drain) to block us from casting this.
Not to mention our AAD/AAO drains also have 100% evade close check. If we cant land these in pvp, we have no AR and not much evades either.
