Allow migration of characters between accounts

I was talking with someone about this, and they agreed they too would open up a 2nd account if we could move characters between accounts.
That way I could dual log without breaking any rules.

Someone pointed out to me the all out abuse ebayers would do with this. Arg.
I wish there was a way still.
