I think I've come to accept the answer as yes.
But between half a year/a year ago I left like 700ish million credits in a city shop of one of my accounts that has been inactive since. Will those creds have vanished? I think it's happened before..
From what I remember, I don't have a whole lot left other than that, so it's kinda a big blow to my digital networth if it's gone.

I think the shop is supposed to keep your credits.
If you no longer have access to the shop (no longer in org), and are unable to open a new shop, you can petition to have any shop inventory returned to you. I'd assume that includes the credits.
If you are able to open a new shop, all items/credits should be available there.
