Can anyone explain why Heavy Weapons was added to EP?

1. None of the weapons froob or paid engineers use require heavy weapons.
2. Not even FC likes heavy weapons, they couldn't even decide if it was a melee and ranged attack skill or whether it was even a primary/secondary weapon skill
3. The only "normal" heavy weapon that sees any real use is Massive Bolt Charger, but...generally not by engineers.
4. FC made the rocket launchers require heavy weapons, but of all professions Engineer is among those least likely to be able to freely swap their weapons.
